Strategi Peningkatan Ketahanan UMKM di Aceh Dalam Menghadapi Pasar Global: Analisis dan Rekomendasi Kebijakan

Abstrak

UMKM (Usaha Mikro, Kecil, dan Menengah) di Aceh memiliki potensi besar untuk berkembang di pasar global berkat produk unggulan seperti kopi Arabika Gayo, kuliner, madu, fesyen muslim dan kerajinan tangan berbasis budaya. Namun, UMKM Aceh menghadapi tantangan signifikan, seperti rendahnya adopsi teknologi digital, keterbatasan akses pembiayaan, kurangnya pemahaman regulasi ekspor, serta lemahnya pemasaran internasional. Kajian ini bertujuan untuk mengidentifikasi kondisi UMKM di Aceh dalam menghadapi pasar global, menganalisis kebijakan pemerintah yang mendukung ketahanan dan daya saing UMKM, serta mengevaluasi strategi digitalisasi dan inovasi untuk meningkatkan daya saing global UMKM Aceh. Pendekatan deskriptif analitis digunakan dengan metode SWOT (Strengths, Weaknesses, Opportunities, Threats) yang didukung analisis IFAS (Internal Factor Analysis Summary) dan EFAS (External Factor Analysis Summary). Hasil kajian menunjukkan UMKM Aceh memiliki kekuatan berupa kualitas produk unggulan dan dukungan kebijakan pemerintah, namun menghadapi kelemahan seperti keterbatasan teknologi dan akses pembiayaan. Peluang eksternal mencakup pertumbuhan e-commerce global dan tren produk ramah lingkungan, sementara ancaman utamanya adalah persaingan produk luar negeri yang lebih murah dan fluktuasi bahan baku. Strategi prioritas meliputi digitalisasi UMKM melalui pelatihan teknologi, promosi branding produk berbasis budaya di pasar internasional, penguatan akses pembiayaan melalui fintech, serta diversifikasi produk dan pasar. Bappeda Provinsi Aceh memiliki peran strategis dalam mendukung pengembangan UMKM melalui kebijakan berbasis data, kolaborasi lintas sektor, dan monitoring kebijakan. Dengan implementasi strategi ini, UMKM Aceh dapat meningkatkan daya saing dan ketahanan di pasar global secara berkelanjutan.
