Abstrak

Universities have a strategic role in realizing an advanced society through the implementation of the Tri Dharma of Higher Education. However, there are obstacles such as limited budgets and resources that cause the implementation to be not optimal and less aligned with the direction of national development. This study aims to analyze budget planning strategies that support the implementation of Tri Dharma to realize an advanced society. The method used is a qualitative approach with primary and secondary data, tested for validity through source triangulation. Analysis was conducted using SWOT and MCDM methods descriptively. The results of the study showed that: (1) strategy development was carried out through HEIA impact analysis that highlighted academic, economic, social, and environmental aspects, and then developed strategies through SWOT; (2) the resulting strategy was a collaboration between strengths and opportunities; (3) from six SWOT strategies, two main policies were chosen, namely the implementation of collaborative governance with a pentahelix approach and an increase in performance-based budgeting; (4) these two policies were then elaborated in short, medium, and long term roadmaps. In conclusion, realizing an advanced society cannot rely on the role of universities alone, but requires synergy with government, academia, industry, community, and media through pentahelix collaboration.
