STRATEGY OF EFFECTIVENESS OF CONVERGENCE INTEGRATION OF STUNTING ACTION IN ACEH JAYA DISTRICT

Abstract

The slow progress of stunting reduction in Aceh Jaya Regency is not due to a lack of programs, but to fundamental governance issues. This policy paper aims to analyze the root cause of this problem and formulate the most effective and implementable policy strategy. By employing a quantitative SWOT analysis (IFE/EFE Matrix) and William Dunn's policy evaluation criteria, this study dissects the issue from the surface level down to the bureaucratic work system. The findings reveal that the primary issue is a systemic weakness in inter-sectoral coordination, placing the program in a vulnerable Quadrant III (Weaknesses-Threats) position. This governance failure manifests as sectoral ego, non-data-driven planning, and uneven service distribution. Therefore, the most logical and strategic intervention is not to introduce new programs, but to issue a Regent Regulation (Peraturan Bupati) on Integrated Stunting Reduction Acceleration.This regulation is recommended to legally mandate four key pillars: (1) an institutionalized mandatory coordination mechanism; (2) an integrated planning and budgeting process based on a single data source; (3) a unified digital monitoring and evaluation platform; and (4) a clear incentive and disincentive system for Regional Work Units (OPD). This policy offers a robust, swift, and realistic solution to create tangible synergy on the ground.
