FROM DATA TO FUNDS: OPTIMIZING EVIDENCE-BASED POVERTY ALLOCATION BUDGET IN ACEH JAYA

Abstract

This study examines the critical issue in poverty reduction budget allocation in Aceh Jaya Regency, namely the misalignment between data availability and fund distribution. Using a qualitative approach, this study employs USG (Urgency, Seriousness, Growth) analysis to prioritize root causes, alongside a SWOT analysis supported by IFE and EFE matrices to map the region's strategic position. The USG analysis reveals that weak data validity and inefficient budget allocation are the most pressing issues. Meanwhile, the SWOT analysis places Aceh Jaya in the aggressive (SO) strategy quadrant, indicating significant internal strengths (technical human resources, flexible Village Funds) and external opportunities (national policy support, technology). To select the most superior policy, four strategic alternatives (SO, ST, WO, WT) were evaluated using William Dunn's policy analysis framework, assessing criteria such as effectiveness, efficiency, equity, and feasibility. The results conclusively recommend the SO Strategy as the best option, to be realized through the formulation of a Regent's Regulation (Perbup) on an Integrated Data and Fund Management System for Evidence-Based Poverty Alleviation. This regulation is expected to serve as a legal framework to create evidence-based governance that is integrated, participatory, and sustainable.
