MENGATASI KESENJANGAN PEMBANGUNAN: REKOMENDASI KEBIJAKAN ANGGARAN AFIRMATIF UNTUK DESA TERTINGGAL DI KABUPATEN NAGAN RAYA

Abstract

Despite its progressive development vision, Nagan Raya Regency faces a significant development gap, with 20 villages still categorized as "Underdeveloped" based on the 2024 Village Development Index (IDM) data. This gap between vision and reality is rooted in a budgeting policy that does not fully favor the most disadvantaged villages. This policy paper aims to formulate an affirmative budgeting policy recommendation to accelerate the advancement of these underdeveloped villages. Using a qualitative approach with a case study design, this study analyzes planning and regulatory documents, strengthened by IFE/EFE and TOWS Matrix analysis, and evaluates policy alternatives using William Dunn's six criteria. The analysis reveals that the "one-size-fits-all" allocation formula for the Village Fund (ADG) and an unfocused approach to empowerment programs are the main structural weaknesses. The regency's defensive strategic position demands a fundamental policy shift. Therefore, an Integrated Affirmative Budgeting Policy, formalized through a revised Regent Regulation, is recommended. This policy includes reformulating the ADG formula into a tiered system based on IDM status and implementing a focused, intensive assistance program. This recommendation is expected to create a more equitable and effective resource allocation, ensuring no village is left behind on the journey towards a prosperous and advanced Nagan Raya
