STRENGTHENING INFRASTRUCTURE MITIGATION GOVERNANCE OF POND AQUACULTURE FOR FISHERIES PRODUCTION RESILIENCE IN ACEH TAMIANG

The aquaculture pond sector in Aceh Tamiang Regency, despite its vast land potential and human resources, faces a serious challenge to its production resilience. The recurring damage to vital infrastructure is not merely a technical issue but is rooted in a weak mitigation governance system characterized by fragmentation, poor coordination, and minimal community participation. A reactive, project-based approach has proven ineffective in building long-term resilience, continually threatening the sustainable livelihoods of thousands of farming families. This policy paper aims to formulate strategic policy recommendations to reform this governance system. Through a qualitative case study and William Dunn's policy evaluation framework, this study evaluates three alternative models: strengthening institutional coordination (status quo plus), area-based collaborative governance (innovative), and full community empowerment (bottom-up). The analysis indicates that the collaborative governance model is the most superior option as it comprehensively addresses the root causes. Therefore, this study recommends the establishment of an Aquaculture Area Management Unit (AAMU), a multi-stakeholder body to be regulated by a Regent's Decree. This institution will be mandated to integrate planning, facilitate participation, and develop sustainable financing schemes, serving as a transformative step towards achieving a resilient, equitable, and prosperous aquaculture system.
