Abstract

The tourism sector in Simeulue Regency has significant potential due to its abundant natural resources, including beaches, forests, and biodiversity. However, the sector still faces various challenges, such as limited infrastructure, a lack of trained human resources, and low coordination between the government and local communities. This study aims to provide policy recommendations through the creation of a Regional Regulation (Perda) that governs Sustainable Tourism Management in Simeulue Regency. The Perda is designed to address these challenges by providing a clear legal framework for tourism management based on environmental sustainability, local community empowerment, and human resource development. This recommendation also includes infrastructure improvement, the development of digital marketing systems, and the enhancement of tourism services, which will have a positive impact on the local economy and increase Simeulue's competitiveness as a leading tourist destination.
